The Caretaker of the Ruins is an Undertale AU comic created by Peppermintbee (a.k.a. Minty), Eruto, and Ellipsis. It centers around a grown-up Chara assisting fallen humans through the Ruins, in similar vein to the canon caretaker Toriel. It even starts off similar, with Chara meeting Frisk after the latter "falls down".

Honestly my assumption was always more along the lines of glitchtales explanation, in that i kinda assumed that humans could use magic at the time of the war, but lost the ability over time from lack of use, a bit like how a muscle will atrophy if you don't use it, as technology advanced, humans used their magic less and less and eventually lost the ability to use it entirely.

Throughout the Ruins, there is no sign of any monsters. There's no Flowey that pops up to greet Frisk, no monsters that randomly encounter them in the course of their journey, no talking rocks or wise Froggits. There's just them and the Ruins' caretaker Chara. It is jarring for someone particularly close to canon.
